I heard that NY state does not use the Kelley Blue Book to show the value or trade in or for sale autos.

If you're talking about paying the use tax when you get your tags, they go by the bill of sale unless it looks fraudulent. If it looks fraudulent, they go by retail blue book value.

If you're talking about annual excise tax, most states use the base MSRP with a schedueld depreciation table. The valuation for excise tax purposes rarely has any relation to the real value of the vehicle.
