Neither, the majority comes from steers (castrated when young)and heifers (a young cow). Bull and cow are terms for older bovines. Calves are sold off ranches at approximately 8 or 9 months old and go to conditioning lots (pre-feedlot) for awhile, then it's off to the feedlot to be fed out until they're fat. It is then they are butchered. Steers gain weight slightly faster than a heifer, but both are fed out and slaughtered.

Bulls & cows both but cows are often kept for breeding to produce more. Bulls are not needed as much because one bull can service a lot of cows.
