Staring; just because you're on a diet doesn't mean you can't look at the menu...
flirting; because people can be thoughtless and rude.

I think I miss read your question ... At first blush I thought you meant .... with each other. Why do people who are already involved still stare and flirt ...with each other.
I was going to say because they're in love.
But if they're staring and flirting with someone else it's because they ain't got a clue.

I think people are either not content with who they are with and that is why they stare or flirt,but also that may be just their personality and who they are.
