He cannot look me long in the eyes. He stammers and changes direction, etc. Do you think he's playing?

OH, My Goodness, he likes you, you make him nervous,
Be sweet, be patient. He'll relax soon.
And it could be a bit of low self esteem too.
He may have been told something embarrassing about you, which would make it hard for him to look you in the eye.. Some one might have told him that you like him, and he is self conscious.

He could be about as shy as I am..... I am pretty shy, and I hate it! Am working on this though, never to late to come out and let go :) But I've only dated three girls in my life, and two of them were set up for me, so I guess I'm shy. When I started feeling butterflies I would seek to find that which made me comfortable, and if it meant missing possibilities, to my dismay, I would do that, rather than explore the unknown. Well, time to cut the crap, or I'm gonna be a hell of a lonely guy :)

Absolutely hes shy. I'm 35 & I'm still shy. Not as shy as I was as a child but still shy. Maybe he likes you & that's intensifying his shyness. If that's the case then that is cute. Try to make him feel comfortable & he'll come around. I think we need more shy men in the world if you ask me. lol

Yes, very possible. It has to do with personality... some people are shy some are outgoing and some are in between. I'd say that he has some self-esteem issues. That has nothing to do with age.

All those important lfe skills are taught by parents at childhood. I say look at his parents and his relationship with them. Do they boss him around etc? Might be wrong.
