If you go in with at least 15 credit hours I think they can give you E-3. If you have a 4 year degree, you can go in as an E-4. Other than that, I don't know.

It is actually 24 semester credits of college to get E-2. 48 semester credits or an Associate's Degree is E-3. You can also refer someone that enlists (also gaining a $1000 bonus) and/or pass the BCT tasklist with a physical fitness test for a promotion (one promotion per) all for a maximum of E-3. same with JROTC and a few others. A Bachelor's Degree will get you E-4.

once you get to basic, there's nothing you can do to get promoted.

Beforehand, here you go:

When I joined the army, there was a list of common tasks you could complete, to include passing a PT test. If you speak a foreign language, not to include Spanish, you can come in as an e5 linguist. you can refer someone. If you have 24 semester hours, you get e2; 48, you get e3.

I know a couple of ways. One you could find interseted people in the service and take them to your recruiting station. Tell them to tell the recruiter you sent them. Pass the physical training test. Thats it other than the college credits that I know of.
