I like Priceline, naming your own price is fun. Other then that, Travelocity seems to have the best prices. Usually cheaper then Hotwire and Expedia.

Atleast 30 days in advance from when you want to fly. Sign up for Travel Zoo's weekly e-mailer they let you know all of the sales for all kinds of travel. Be careful using websites like Priceline, Cheap Tickets, Hotwire...etc. These are restricted fares and are binding. You can not for any reason change them. Travel sites charge booking fee's, so be wary of that. Check your local paper's Travel section, most major newspapers keep up with the fare sales. The Atlanta Journal and Constitutions Travel section is awesome!!

Booking with the airlines is always safest. You avoid additional fee's and have better flexibility in your options.

Fare sales roll out on Midnight in the timezone of their headquarters, days usually vary. The sale can run for 12 hrs or a few days or less in some instances, sometimes its a quick sale, or those fares will sell quickly once word gets out about them.

I'm a big fan of Orbitz.com.
I found some great deals on short-notice international flights.
