depends for which state i kno california u have to be inrolled before u can get your permit to drive

If you are 15 or 15 1/2 yrs old and you enrolled in a youthful driver's education program, it is already included. But to ans your questions, you don't have to specially if you are over 18 yrs of age. Once you passed the written and driving test, your permit # becomes your driver's lic after 6 months. Hope this helps. By the way, I am referring to the Ca DMV rules.

dpepnds on your age and the state you live in. Go to your state's DMV site and there will be a PDF in there somewhere with the answer.
