outside :play in puddles,catch rainwater in cups to measure, make water and mud/leaf soups, dance about in you bathing suit, blow bubbles in the rain
Free stuff:go to a friend's house,go walking in the woods in the rain, run wild in the mall hallways, go to the library
indoors:play -doh,indoor scavenger hunts,play games like "I'm going on a picnic and I'm bringing..."make forts from blankets and bedposts,help mama bake cookies, bread , brownies etc, do watercolor paints,any craft projects, hide and seek

Run outside in the rain and twirl around. Drawing with chalk is alot of fun in the rain. Splashing through puddles and playing with umbrellas can be fun. Make sure to stay inside if there is thunder or lightning though. Some fun things to do inside are draw/paint pictures, play with dolls/stuffed animals, build 'forts' learn crafts like sewing, knitting, and crocheting. Make baked goodies or a fancy dinner with them. They could invite a friend over and play dress-up if they are girls. They can put on a magic show or dance show for their parents. Reading books is always good. If you run out of ideas you can always ask them! If there is a large group of kids (for example if you are a teacher) you can have them do fun things like the Gordian Knot Game which is where everyone stands in a circle and takes hands with two other people who are different and not standing next to them, and then as a group they have to untie themselves while holding hands. They can also try the sitting down game where they stand in a circle and then all sit at the same time so that everyone is sitting on the person behind them. They can make people pyramids or have a talent show. If the power goes out you can play with flashlights. Musical chairs, card games, board games, hide and seek, or just playing with a favorite toy like a hula hoop or one of those really large balls you can get at KMart for about $5 they are light enough to throw and cheap enough to replace. Sometimes the kids will have ideas of their own, that can be fun too. Hope this helps.

Im trying to figure that out as well, because I'm always heckla bored on a rainy days -- but i was thinking of inviting friends over, and making some hot cocoa, pop-corn, and so its gonna be like a sleep over, we're gonna do makeovers and all of that good stuff lol. CANT WAIT!

go to the local public library a lot of them have free programs during the summer months and you can get some books while you are there

Go to the dollar store and pick up tons of craft supplies, paint, bags full of googlie eyes, pipe cleaners, paper, glue, markers, sparkles, pencil crayons, scissors with different blades (pinking shears, waves etc.), look around the house for little scraps of material, pieces of yarn put everything in a large plastic bin and on a rainy day pull out your craft bin.

Make a "tickle trunk" and fill it with "costumes" and play "dress up".

Bake cookies or cupcakes and decorate them.

my cousins and i just love rainy days when we were little kids (and that's not a long time ago)! we would go out on the rain and jump on puddles and chase each uother under the rain... and then, our granfather will make us some hot chocolates sot hat we'll not get cold... my mom would also get us into baking cookies to go with ou hot chocolate. after that, we'd play lots and lots of games inside the house. we played board games, spelling bees, hide and seek inside a dark room... we'll watch tv and do some colorings, and even play dress up. we also build tents out of blankets and then hide under it and scare the nerves out of us while telling spooky stories... all these happened on rainy days...

I set up a tent (yes a real tent- the kind that self supports and does not need to be staked down) in the family room and let the kids camp out. They had a blast and I had some peace.

On rainy days my children like to play in the rain. I only let them if it is not a storm with thunder, lightning, and strong winds. When it is storming bad I have them play games, color, draw pictures, play with legos, etc.

if it is a girl, i had found this really cute crafty thing to do
take the back pocket out of a pair out out grown jeans, then glue with that stitch glue together all seems again if needed, decorate it with beads glitter glue , ribbon fringe, anything you might think is fun, then use and old belt or twine or rope anything like that attach that to either side and you have a cute mini purse

Collect (and release) worms and make "dams" in the groove at the edge of the street. Write stories. Play make-believe. Basically, anything you do normally, with the addition of water.
