I think just about any bakery will make a cake from a photo. It depends on what you are looking for. If you want to screen a photo onto a cake, I would try a Supermarket. But if you have the photo of a complex cake that you want someone to emulate, I would go to a local bakery, they could probably do the best job, and get what you are looking for.

If the items needed for the cake are available to them and have founds most bakery's to be accommodating. If it is extremely complicated or challenging of course the price my go up, or they may not have time for a project of that nature.

Years ago my daughter wanted a certain cartoon figure on her cake. I got out the yellow pages and called bakeries until I found one that would do it.

Don't know where your from but the big chain supermarket bakeries usually do it and if u have a super walmart they do it as well.
