I am a used car dealer . In New England and I am sure most areas you must be a licensed dealer with a bank letter of credit to go to a dealer auction.
You have to go to the auction and register.
Police auctions are open to the public and anyone can go.
Goverment auctions are run by the GSA. You can just email them and get a bidder ID.

The dealer auctions are open to licensed car dealers only.

Public property auctions - siezed assets and surplus property can be attended by anyone. In Columbus, you can check out the website http://www.columbuspolice.org/InternetServicesMenu/EventSchedule.htm for dates of the auctions. there are auctions from the impound lot and from the property rooms.

they are advertised in the classified section of the newspaper - check in the auto section and also in the auctions section.

tips:
- read all the rules before you show up.
- you have to pay right there. no financing, no checks - they only take case or certified checks (usually).
- watch a few and take notes before you buy, to get an idea of the values of the cars.
- know how to inspect a car front to back to see if it's drive-able. usually you're not allowed to start or drive them.
- have a way to get the car home.
