Try Picasa, which is 100% free, easy to use.

A free software download from Google.
Picasa is software that helps you instantly find, edit and share all the pictures on your PC. Every time you open Picasa, it automatically locates all your pictures (even ones you forgot you had) and sorts them into visual albums organised by date with folder names you will recognise. You can drag and drop to arrange your albums and make labels to create new groups. Picasa makes sure your pictures are always organised.

Picasa also makes advanced editing simple by putting one-click fixes and powerful effects at your fingertips. And Picasa makes it a snap to share your pictures – you can email, print photos home, make gift CDs, and even post pictures on your own blog.

It's a matter of preference. Some people like Photoshop, some like Photoshop Express, or Corel Draw, etc. I'd suggest googling "photo editing" or "graphics editing" to find some more info. If you want a simple one to do some basic graphics editing for free, then I'd suggest Paint.net. You can find most if not all photo editing software on downloads.com, paid or freeware both.

I use Irfan:
http://www.irfanview.com/
and the gimp:
http://www.gimp.org/

The Gimp is clearly the best you can find for being free as well as having everything and anything you would ever want in an image manipulation program.

For simple tasks such as cropping and cutting, irfanview was voted one of the most popular and easy to use programs of the century. There clearly is no reason not to have Irfan View because it is free, easy to use and very very small in size when comparing to other image viewers.

If your just doing the basics like cropping, red eye etc I prefer Picasa. It's easy to use and organized all of your pictures. Otherwise go with Macromedia Fireworks.
