use the bernoulli equation:
[p1/p(density)g + v1^2/2g + z1] = [p2/p(density)g + v2^2/2g + z2 + hf]

note: p(density) is rho and y(specific weight) ir gamma.

The pressure and flow(flow rate) can be measured using peizometers which are small devices that measure the amount of pressure head that is inside the pipe at any given time. These pressures can then be used to calculate the flow rate using bernoullis equations
