The way you have been taught to eat is responsible for making obesity the number one health problem in the world soon surpassing hunger and infectious disease. So you are a victim of this pandemic (epidemic).
You need to re-learn how to eat. Learn everything on site below so you can understand how food and exercise affects your body. Do this and you can be thin. Once you notice the flabby belly you'll want to forever stop eating anything that is hydrogenated. Hydrogenated fat goes to the abdomen and it's the hardest fat to take off. After a drastic diet that entails watching fat grams, and eating no more fat grams than your body needs to lose the weight, go to the exercises. And what about those shaking abdominal belts we see on tv late at night? Could they be sold in stores with a sample try-on, the place to buy the batteries long into the future, and perhaps a chance to take the item back within a guarantee period? I don't know what these people are thinking, but walking doesn't help you lose belly fat. I read meters for a living and walk about 4 hours a day and still had my belly fat. I am toned in my arms and legs from the walking, but not my stomach. I started doing sit ups and eating less fat. Now my stomach is toned as hell. Takes lots of sit ups though.

Spot reduction of body fat doesn’t work. It is a myth. When you loose body fat, your belly will adjust as well. Exercising to spot reduce your belly is also a waste of your time.
If you follow a balanced exercise program with multi-joint, compound movements, your abdominal muscles will get plenty of indirect work, in most cases this is all you need.

Well for the top part, just crunches.
Make sure you are using your abs by crossing your arms over your chest, and your neck shouldnt hurt, breathe out as you come up and in as you go down. and just lift your shoulders off the ground, no more, no less, if its more you stop working your abs, if its less, your working your shoulders.
For the bottom part, leg lifts.
All you do is lie on your back, keeping your legs straight, taking them down to the ground, keeping them straight, but dont let them touch the ground, make sure its just off, then slowly lift them back up.
