If you are dating and he asks that, he is an idiot. You deserve to have attention paid to you from your partner. If he can't understand that, dump his butt.

You should say that, and also say your needs, and how much you love him (if you do...) and "i feel i can't be in a relationship with you if you ditch me 24/7! I mean, I don't need your attentioan all day, you can hang with your friends some, but please, will you spend some time with ME too? as well as your friends?" or something along those type of lines...
If he responds badly like "well i have a life and friends, let me spend all my time with them!" or like refusing to give u attention, u shuld dump him.
he doesn't sound that good anyways if he says that..
