This sounds like a good opportunity for your sister to see how vets operate.
Another idea would be to volunteer at the vet's. She could help clean cages and look after the animals. This gives her an idea of the day-to-day operations of a veterinarian clinic.
If she comments about the surgeries and is worried or turned off by them, maybe she could cut back and help at the clinic without having to observe surgeries. If she is still interested later on, and the vet agrees, maybe she can go back an observe.

I don't think there is anything wrong with it. I mean, she seems a bit young maybe - but if she is mature and she is ok with seeing the blood and everything then I guess it's ok. Keep in mind that she may want to be a vet now, but by the time she's 16 she may want to be a lawyer instead.

If they don't mind at the animal hospital, I guess it's OK. I hope she doesn't have nightmares or some other reaction. That's awfully intense for an 11 year old.
