Yes, you can smoke outside around the airport. The bars also allow smoking. Here is the official policy.
"Charlotte Douglas International is a "smoke free" facility like all other City-owned facilities in Charlotte. Smoking is prohibited in all public areas of the Airport except for some leased areas that may have designated smoking areas such as bars and lounges.

All designated smoking areas have been improved with enhanced air circulation. Smoking is allowed outside the terminal building on the upper and lower levels."

I lived in NC for 12 years and my Mom and Dad retired there. So I used CLT quite a bit over the last 20 years. However, the last airport I was in with a smoking area was in Louisville.

You can leave the airport and go outside to smoke. However, you have to go through security again! Be sure you have enough time!
