Not specifically for widows - but excellent holidays for individual travellers of all ages - http://www.friendshiptravel.com/ - I've travelled with them twice to Turkey and had an excellent time with a good mix of people. You can spend as much time with the group as you wish - or do your own thing - no pressure to take part in anything which does not interest you.
They also do weekend breaks and dinner/dances in the UK, so you could perhaps try one of those first to see how you feel about the mix of people and how the company works.

Widowed women can make holidays in the same clubs as married women, single women, women with a partner, women travelling with a friend, women travelling with a kid, women travelling with her parents or other family members, women travelling with co-workers, ....
Don´t worry! I don´t think that anywhere in the world are holiday clubs just for WIDOWED WOMEN.
