Contact the ASPCA and see if they can spay/neuter your dog. The second link provides a list of vets that offer free or discounted spay/neuter services.

This place is reasonably priced. They do a lot of work with rescued animals, and I used them for both of my dogs.

I don't live in NYC but I'll tell you this, it all depends on the weight and condition of the dog so you'll probably just have to call around to different vets in your area.
