Yes. That's why cutting your hair doesn't hurt.

It isn't a blood byproduct.

So all those shampoos with vitamins are just a way to get you to spend your money. Hair is made of tightly coiled (super-coiled - the coiled strands are coiled around each other - like rope) proteins. It's like the outer layer of skin - it is also dead.

Yes, all hair is dead. This is the reason why it doesn't hurt when you cut hair. Hair is a living thing at the ends beneath the skin where it's connected to blood supply and nerves. Pain when you pull hair, pluck eyebrows, eyelashes.
