Some girls kiss first. But its a gamble and varies from not only girl to girl, but with each guy she interacts with.
Become her friend, but keep her attracted to you, be sweet, have those moments where you're very close to her face. Show her you care by being there for her and still flirting.
Eventually, she'll get pissd that you havent done anything and kiss you.
Unless she wants you to be the kind of guy who kisses first. And then she'll probably give you the boot. =)
Don't be a pansy. First kiss with a girl doesn't even need tongue.

A girl doesn't start the romance first! You gotta start the first kiss, dude!!!
If you want her to kiss you first, you have to know what are her interests. Example: She really wanted to watch a movie that would be showing soon and she wanted to watch it with popcorn... Do it for her or surprise her (unless she hates surprises) so she'll be very happy and all of a sudden, will kiss you!
But actually, she'll kiss you in your cheek (not on your lips!!!)!

You gotta make the first move.
A girl likes to have the guy kiss her first.
If she backs away, she's either not ready, or not feeling the same way you are.
Embarrassing, for sure, but just have a reply or action in hand for that event. Something like "I'm sorry, we'll again try when you're ready", or something courteous like that.
My first kiss was from my hubby...
He was leaving to go back home and hugged me, walked away a few steps, then came back toward me, and leaned toward me, and I saw he was going to kiss me, and then I kissed him right when he kissed me.
He backed away, smiled, and said "yeah, that was great", I'll see you next weekend (at the time he lived 80 miles away), and it was the best thing that had ever happened to me.

ME, I just go up to a girl and tell them whats up and that i want a kiss im not embarrased to ask, They usually always give me a kiss ive kissed around 15 pretty girls and im barely 16 =)

You have several answers so far but my input is this. Better consider how to keep her kissing you once you break the ice. Remember Hygene and keep a clean mouth, brush and use mouthwash. Don't push yourself on her but allow things to go easily and take your time. Don't rush and don't make it sloppy by thinking you have to trade spit. She's most likely just as nervous and shy as you so just take it easy and don't get to hyped up.

NEWS FLASH the guy has to kiss the girl first. she will be waiting for you to do it first. after that, it doesnt matter.

Ask her. Especially it's her first, she might be saving it for someone special. If she says no...say, "That's ok. I understand." and do not force the issue. If she says yes...lean in 90% and wait for her to come the other 10%.
