Jacks are difficult little dogs and to chase cars would be just a game. but that could be dangerous so try make it impossible for that situation to happen. It's not a problem for him to lick or chew stones maybe he is looking for something that he needs in his diet. If he is not actually tyring to swallow anything , a lick might give him the thing that's lacking out of his diet.
Lots of exercise and discipline, maybe walking along the road side on a lead will help.
Seems we have a Jack Russel help line here I have had a few and as long as you try understand them and give a bit of time and though it will come true.

Cars are the perfect thing to chase, you yap at them and run and they run away. It works every time. Seriously though, dogs get killed doing this. Please learn how to stop him.
The licking stones and rocks is different, he may just like the taste. Some dogs get these odd fads. But this one will wear his teeth down till the nerves are exposed. Try to distract him with a dog chew, rae beef marrow bone or something, and remove the stones from your yard.
Does he always have a clean bowl of fresh water available? He may be thirsty.

The chasing of cars is a predator pray instinct that some dogs need to act on. And the old wifes tail is when the get hit they will stop. Not so true.

Jack Russell's are neurotic little guys. They are hard to contain & always active. Chasing cars, licking, that's all very common for that species. There are exceptions to the rule, but they are just big ol' balls of energy.

Not really sure. But every Jack Russel I have ever known has been crazy! Great little dogs though. More energy per pound than any dog on the planet.

Well they are really two different problems. the first chasing cars is simply because he is board. not saying you are a bad dog owner just that dogs need some way to please you, i know that chasing card does not please you but he/she is getting a reaction from you right? one way you can salve this is that when he does it just ignore him/her. the second and most important is to he him/her involved in something that he likes to do. also about the rocks, does it happen when you are outside and talking to somebody, if so that it is just the opposite that the chasing cars.
these are dis dirty dog habits that are really annoying.
good luck!

I have always wondered why dogs do the things that they do and haven't figured it out. I used to have a neighbor that had a dog that chased rocks and then tried to eat them. He also chased fireworks and tried to eat those too. Who knows why dogs do weird things.
