Some cats make a bigger deal of this than others. Some cats scratch the litter but don't have good aim. Some cats just scratch the side of the box, which does nothing to cover the poop. It's all normal.

well, first of all does the litter box need to be changed? cuz my cats do that if the box is full and they can't cover it. and sometimes they just don't want to cover it. so it should be fine, but if it really concerns you, you can ask a vet.

Yes. Some cats cover it up others do not. The cats that don't expect you to scoop it up as soon as he is done. Get one of those automatic litter boxes that scoop it up as soon as he is done. It's worth the money.

Most cats will cover their stools -- but I had one that didn't. He went through the motions -- but outside the littler box. Then he would look at his stools and wonder why they weren't covered yet.

Fortunately, I had two cats and the other one would come in and cover them up for him.

I think you mean feces, and yes, it is perfectly normal. Some cats will cover up their waste, some don't.
