Are you sure it's programs its trying to install and not Windows security fixes and updates?
By default, Windows XP service pack 2 adds security features to Windows that enables automatic updates to windows without interaction with the user. The reason behind this is so you can work on the computer while the updates don't interfere with what you're doing. To change these options, you'll have to go to your Control Panel, double click on Security Center, and click on Automatic Updates.
If it's indeed unauthorized programs that have nothing to do with Windows itself, then it's possible that either a virus or spyware is actually automatically installing programs on your PC. To get rid of this you'll have to scan your PC for viruses and/or spyware. There's a variety of free software online that can do this for you.

This is caused by a program triggering a windows install file on your computer. The only way to fix it is to find the program it is trying to install or find the location of the windows installer script that is trying to install a program and delete it.

try schedule task to stop doing that. Start > accessories > system tool > schedule task.Check if the window update is in that schedule task, incase you find delete it.
