There are a number of free CD and DVD backup programs. You can find these programs at: http://www.filehippo.com/software/dvd/

I recommend the following programs for CD backup:
1. CDBurnerXP
2. Deepburner

I recommend the following programs for DVD backup:
1. DVD Decrypter - backup video files or ISO images
2. DVD Shrink - an older program but it can compress video files to fit on to a single layered DVD blank (approx. 47 GB).

Windows already has a free backup utility. Not the greatest, but it works perfectly.
