Usually, a Mute is only that, because he/she cannot hear. If one cannot hear, words cannot be imitated and orated.
All other functions should be normal that are not related to sound, hearing.

We know that they can be taught to speak. Kudos to those.
Injury to vocal chords, etc, is another matter.
