In dog training they really do not like dogs jumping when they are that young due to the fact their joints are not fully formed, bouncing around is fine but high jumps "could" result in bad joints when she gets older.
I think she knows you will pick her up.....And you do.
It is just like when a person takes another for granted. if you don't mind doing things like this for you dog then keep on track, if not then let her do it herself.....When she is fully grown.

She probably isn't sufficiently motivated to jump. One of my Chi's can jump on the bed but if I am there he always makes several puny attempts before he actually does it. He does it on the first try if I am not watching.

Give her a outlet for her jumping. First teach her basic obedience, and then sign her up for a agility class.

just like a baby learning to walk I guess .. if you think she can but wont.. it might be hard for her, just in a way you can't understand... try a stepstool :)
