What kind of restrictions (if any) would I run in to if I was to move to Ireland!?!

If you are not a citizen, what other restrictions are there!?!

Are there places to buy and/or rent!?!

Are there any places available in the country?

Which would be better - the country or the city!?!

First win the lotto then that will get you started.

Check with the embassy nearest to you. Depends where you are from and if you have an European passport obviously there's no problem with working and living there.
