say the felony happened 13 yrs ago without any other arrests since then...would they ever be able to own a gun legally...key word: LEGALLY?

No.
Once you are convicted of a felony, you are barred from owning a firearm for the rest of your life.
As a matter of fact, merely having contact with a firearm is also a felony. So stay out of gun stores, and don't handle your friends guns.
You might want to check with a lawyer, it might be possible to have the felony expunged and then you'd be in a whole new area I know nothing about.

I've always been a firm believer that all civilians without practical reasons should be banned from owning any type of firearm.

The question of convicted felons owning firearms to me is moot, since firearms in America are so readily available on the black market...

Why is the USA obsessed with firearms?

if they can, they shouldn't be able to. A felony is not really an accident and people with that type of behavior should not legally own a weapon until it is time to defend our entire country from the forces of evil on our doorsteps

The answer is no. Any conviction for a Felony or conviction for Domestic Violence becomes a lifetime ban on gun ownership. It's just that simple.

It's possible if the felon is granted a federal and state pardon. Policies and procedures for state pardons vary by state.

i don't think so but im not sure, what you could do is go to a sporting goods store and fill out the thing for the fedral background check, they do it right there and it says if your approved for purchase or not, and you don't get in trouble or anything for doing it so thats what i would try

As long as you haven't had any domestic violence or any misdomeners in the last 5 years, you can have one feloney removed, at least in Michigan. This is one for a lawyer though, 'cause if you blow it...
