Not exactly and yes.
Not exactly to the part about constantly trying to convert people as the Bible teaches us to be evangelists and share the word of God with non-believers. Depending upon their specific religious practices, they may think they are going to go to hell if they don't spread the word and try to win over to their faith.
Yes if the person is answering you with a completely unconnected question. I alway hate it when anyone answers my questions, whether religious or not, in that manner. To do so is rude as it makes it seem like they didn't ever bother to listen to the question.
If someone is trying to convert you it could be because they truly care about you and can't bear the thought of your soul being lost for eternity because they didn't try to reach you, but sounds like they are going about it the wrong way.
I was not raised in the church and didn't believe in Jesus Christ until I was 21 and did have a hard time comprehending the whole concept of "accepting Jesus Christ as my personal savior" and still have a hard time with accepting the dogma of many religions, but I do believe that Christ died on the cross for our sins and that only through him do I have a chance of my eternal soul becoming a crispy critter in Hell.
There are many false prophets and pseudo religions out there and too many cults that preach their practice and their church is the only way when that is not what the Bible teaches. If they consistently can't answer your questions and answer it with an unconnected one, then I would be worried that they fall into the latter category here and may not even realise it.

Don't generalize! You haven't even been in R/S for someone to try convert you! If you don't believe and you are a sinner,No religion will take the time to breath on you! It's call Freewill. Don't get it twisted.

Since people generally need to feel superior in some way there are those who think only their way to faith is the way. They really need to stop. Not everyone believes the same and it's bad enough when they preach when appropriate, really annoying when they are inappropriate!!

In any case, conversion is inappropriate. It's also a disgrace when people have to convert so they can get mrried to a person of different religion.
Religion devides, does not bring people together.

Do you know how to tell someone something and get a message across?
Is it a person's fault for trying to convert? or a person fault for not setting the ground rules?

There is nothing wrong with telling people about your faith, and why you believe the way you do. Some people take it to ridiculous extremes.
