If she was born overseas but is a US citizen, then she had a Consular Report of Birth Abroad. Here is all the information about them, and where she can write for a new one: http://www.travel.state.gov/family/family_issues/birth/birth_593.html

City Hall in Munich should have a record of her birth , but if she is a U.S.Citizen , your Parents should have been able to get her a birthcertificate from here thru the Army.
But either way , City Hall will be your best bet .
