He wants to make sure you are not getting two different Rx that will confuse you and make you waste money on co-pays for no reason...

The medication can be a narcotic, so your doctor doesn't want you to have a bottle of codiene and a bottle of percodone...

Sure there is no law requiring a Doctor to write a RX for a patient. He is required by law to take all actions to stop pill junkies from getting their pills :D
