It depends on what kind of cat he is, and also how old he is. The cold is a good guess for the lighter coloration. Put one or two fingers on his nose and feel the temperature? If it's cold, good, if it's hot then get back to me and I'll give you more advice. What temperature has it been around there on average? Does this only happen when he comes in from the night, or can it be whitish when he comes inside from daytimes as well? If he's below about 6 or 7 months or so, he shouldn't be out if it's below about 40 degrees because his body won't know how to handle the cold. You can also put your ear to his chest when he's relaxed and listen to his breathing. If there's any rattling that you can hear TAKE HIM TO THE VET!!! I'm sorry if your cat's a girl, I just couldn't bear to call him/her it.

Look at his gums. Are they pink as well? How about his toungue? If they are pale as well then I would be concerned. How is he acting? Like his normal self? Sometimes you can call the vet and they can help determine whether to come in or not. Is he eating and drinking normally? Is he lethargic or tired? I would watch him carefully and then make a decision. If you have reason to think he could easily get sick ( non vaccinated, never been to the vet before, a recent stray) then it might be more likely you should take him in.

It could be similar to how some people's nose turns red in colder weather. He may not be sick, but the weather still may not be good for him.
(Get him a sweater?)

Is he sneezing? Does he have runny eyes or nose? If he has these symptoms then he is sick and needs to be brougt in. If not he should be fine. Make sure he has a warm place to sleep if you leave him outside at night.

you don't want to pay a walk-in fee. hummm then why have a pet! your responsible for him, if you don't want to spend the money on it, don't have a cat.
not trying to be rude but, look...if i didn't want to take my son to the doctor because he "might not" be sick and i was just wondering if he was...but i don't want to pay for a doctors fee if its nothing...everyone in the world would be screaming "IRRESPONSIBLE MOTHER!!"
why the heck should it be any different for you kitten. i hope you kitten has had ALL its shots, they aren't nothing.
and i wouldn't leave him outside in the cold, he could get hypothermia, and die.

There's a type of doctor that looks at animals. It's called a veterinarian. You should take your cat to one.
