The fuel filter is located INSIDE the fuel tank, it is part of the fuel pump. The fuel pump must be removed to change it. There is a small silver can near the fuel tank mounted to the frame rail, but this is a "pulse dampener". It's purpose is to provide a steadier pressure to the fuel injectors. HTH!! Good Luck!!

Take it to a part store or garage and have it hooked to a machine. It will tell you what is wrong. Also yes Neons do leak oil into the plugs. As far as I am concerned Neons are junk cars anyway. The fuel filter on a Neon is in the gas tank with the fuel pump. Most likely it is not the fuel filter causing the issue.

It is either in the fuel tank or on the frame rail. Easiest way to find out is to call your local parts house and see of they stock a fuel filter for it. If they do, its an inline that can be accessed along the frame rail or sometimes attached to the firewall. If they don't carry it, then it is whats called a fuel sock and it is located in the fuel tank. The only way to change it is to drop the entire fuel tank. If you end up doing this (dropping the tank I mean), I recommend replacing the fuel pump also, since you will have access to it and its not too expensive. Good luck!

Being a neon enthusiast I can tell you exactly where it is......under the passanger side about one foot forward of the rear wheel look under the car....there is a metal shield and there are line running from either side....take the three bolts holding the shield in place and there is the fuel filter.....loosen the two brackets on each end of the filter to remove the lines...then remove the filter.....you might want to jack the car up because there is limited room to work under there.

Oops, I thought it said Fuel Pump. Darn, silly me, to early. Below correct. Just put a small pan under it to catch Fuel as you unbolt it. Slowly loosen and let off the fuel pressure. As said below it real easy.
