If you have not given the police any reason to believe you have done anything wrong you can run from them all you want. They will probably still chase you because by running away you look like you just did something illegal..

Because they think that they should not have to face the consequences of their actions. They are brave when they commit the crime, but cowards when it comes to facing up to it.
And to "Sam" above me, yes, I have noticed that too. Then I noticed the cops, not the criminals, are blamed when someone gets hurt.

people run from the police because they arent GROWN UP enough to face what they have done and to face the fact they have broken the law
