Just lay it out on the line. Ask him if he wants to grab pizza or something,,,just you and him and see what happens from there.
It could be that he is thinking the same thing and hoping that you will make the first move.
Just make sure that you bro is going to be cool w/ it. Nothing like a angry brother to make a relationship hard.

Well i think you should give him a card that says I love you and then your name underneath. Also If you really want him to notice you, i think you should hold his hand and spend lots and lot's of time with me like going to the beach together, swimming, etc.
