The rivers in NYC are polluted, esp Hudson & East River. Plus, they have really strong currents.
There was an episode on Seinfeld that featured swimming in the Hudson River where Kramer went in and how gross it was.
By the way, there is some good swimming areas a bit outside the city in the Long Island Sound.

Yes it is legal to swim around NYC and every year they have a charity race. The water is not clear and many people complain of rashes afterward.

There are public beaches such as Coney Island. But if you try swimming around Manhattan, you could get run over by a boat.

The rivers on both sides of the island are pretty nasty. I wouldn't go recreational swimming in either of them. If you want to go swimming, go to one of the beaches on Long Island.
