Stain definitely takes the cake. Objectively he killed more people than did most of the others combined. He did it, though, in order to preserve the "Communist" state which is why you rarely hear about it.

Objectively Hitler killed millions more than Saddam and so committed a "worse" crime, but in these cases I don't think it is appropriate to argue who committed a worst war crime based upon numbers since they are so huge. The killing of 6 million Jews vs the killing of approximately 1 million Jews/Iraqis/Kurds/Iranians/etc. are negligibly different in the grand scheme of things, unlike how killing one person is light years apart from killing no one.
