my g.s.d dog ear were erect at 2 months,but suddenly fell now he is 4.5 months its ear are not yet erect, its cartilage are not broken as examined by vet

When they are teething, around 3-5 months old, the ears do have a tendency to droop again. Usually once all the adult teeth are in, the ears are standing again.

Unless the ears seem overly-large for the dog, which is possible, they shouldn't need to be taped.

This is very, very common. GSD ears frequently drop once (or more!) as the dog goes through growth cycles. The body is so focused on the legs or chest or whatever else that it forgets to watch those ears! Make sure your pup is getting good nutrition during this time, but if the ears came up before, they are likely to go back up again before too long.

Puppy ears can go through some weird stages. GSD ears are very often taped as puppies to help them stand. I would go to a show and ask some breeders how to do it (after judging, of course). If you wait he is older, you will not be able to train the ears.
