How come that some countries have the right to possess nuclear weapons and other ones don't have this right?

bottom line is: we can't change the fact that some countries have nuclear weapons, but if possible we need to prevent more from becoming armed with them,
Like it or not, the more countries that have nuclear weapons the more likely that some country will use them against their "enemy's"
If this should occurs, it may lead others to use their weapons in fear of a nuclear attract,
Resulting in a world wide exchange of nuclear weapons fire!

"if all countries will have heavy weapons than no country will attack on each other"
but he was wrong as america bombed two times on japan

now nuclear power was generated for man kind use for generating electricity
but some countries go on testing it like pakistan
which make un to stop giving rights to any new country to produce nuclear power
as from pakistan like countries nuclear power can be caught in hand of terrorist.
