To people of the churches at the time. He never intended them for the unbelievers, or as an authority to convert the sinners of the day with. But only those people of that day who had already became part of the church that started in the book of Acts on the day of Pentecost. Only the people who shared the same experience that Peter and the Apostles and Jesus' mother and upward to 120 original converts. Those people with that same experience, is who Paul wrote the letters to, and no one else.
