Sit down at the bookstore with a Philippine-English dictionary and read. As long as you understand the general meaning of the literature (newspapers and young adult fiction are great) , you can use that to help you figure out the vocab of other words- refer to the dictionary ONLY if you are lost.
Also, try to think in English, even if it is only a few sentences here and there.

My in-laws learned to speak better English by... watching TV!
Also, it is important to practice speaking in English too.
A good resource would be an ESL (English as a Second Language) class. Many churches offer ESL classes and TOEFL classes (TOEFL is the test you have to take to get into an English university if you are not fluent in English).

Speak it whenever you get the chance, even if you happen to feel a bit embarrassed. Ask people to correct you when you make a mistake and learn from their corrections.

Try this: learn a new word each day. American Heritage has an online dictionary with audio pronunciation. Good luck!

Listen to hip hop. I suggest Eminem, 50 cent, Jay-Zee, Wu-Tang and the Insane Clown Posse. The more you listen, the more you learn, and you have fun at the same time!
