To be fair, your question doesn't make sense the way it is worded but the first thing you should do is see if your graphics card has OpenGL support in the driver especially if you are running on an old computer. Which driver? Nobody can answer this without knowing what kind of graphics card you have.
After that you should be able to run the program that you're trying to run that uses OpenGL (if that's what you're asking).

i dont understand a lot about open gl yet i imagine it a technologies that permits in rendering snap shots for abode windows. you cant load open gl. in win xp properly click the personal computer go with snap shots innovations then click snap shots houses at the same time as the hot window opens click on the OpenGL tab the following you could change the default settings for openGL.

OpenGL problems often tend to be caused by the following:
"Drivers"
Make sure you have the latest drivers for your graphics card - from the Mfg.
