THIS IS A GOOD QUESTION:
Most of us, as humans, become good at what we are interested in.
The Gospel and most religions, for that matter, teach us to focus on improving ourselves - especially, our spiritual weaknesses.
Our attention is turned towards overcoming personal temptation.
We turn to tasks of self-improvement andlearning self-control.
These are the things Jesus taught.
We are not encouraged to judge others or to interfere with their freedoms.
So, we [hopefully] eventually become good at what we concentrate on in life: SELF CONTROL, and curbing tendencies to harm or govern others.
'THE WORLD', on the other hand, concentrates on gaining Power OVER Others.
It concentrates on finding fault and executing compulsion over other people's souls.
Many people interested in power are those who constantly think and speak of it.
They not only constantly discuss it [as in social theorists, feminists, etc.], but they then concentrate on gaining positions within the community and within their potential fields of employ that offer them this Power - for this is their interest.
Many sociologists, for instance, hardly speak of much else!
Hence, you see now the reason that such wicked or less amiable people are often those who are in power.
It is because they pursue it with their very lives.
But as Gidaldo effectively says, "Every dog has his day", or "He who laughs last laughs best".
The Lord has specifically stated, in scripture, that the tables, in the eternities, will be turned!
The oppressor shall become the oppressed; for "The first shall be Last, and the last shall be first".
These are just some of His words to this effect.

The laws can not punish someone until they do wrong. But, the wrong doers usually ARE PUNISHED... dont you think? Hitler was punished, so was Saddam. Sharon has been locked up in his body... everyone is punished in due time.
Some right here, others later. EVERYONE must face justice one day, either here (which is better) or in the hereafter, which is worst as the time frame changes then.
Know this that Islam teaches that the GOOD BE STRONG, so the wrong doers are punished and punished swiftly. Thankfully the United States has adopted this rational view rather than giving the other cheek to the abuser, which is not what Christ meant at all. Christ in my view never meant that the bully be allowed to abuse the little boy in the school.
If a bully would abuse, at any level. .... at the school, a hoodlum, a mafia boss or an international criminal including a state that does wrong unjustly to the weak, they all should be punished and are punished in due time. The laws of the Lord Almighty are set up that way. If the good do not fight back, WOE ON THEM, they are not good enough!!

Because this is not the realm of the good.
Satan has been walking up and down the face of the earth for unknown eons and he gives uncommon cleverness to those who would forget God.
The good get their turn in the next life.
No, it is not a lack of assertiveness by the good; rather it is the lack of compassion, understanding, goodness, mercy and kindness of the wrong-doers.

I would say because if they are wrong-doers, then they have no inhibitions when it comes to gaining power and authority. Such as lieing (hmm, how do you spell that?), killing and deciet. Good-doers would not stoop to those things.
So I wouldn't say it was a lack of assertiveness, but their nature creates a situation where they can be taken advantage of by those who have no problems taking advantage of others.

Wrong doers dont have an authority over the good, they just think they have. Wrong doers think that by opressing the other people, they can lord over them and can get them to do anything they want. India's national Emblem has a saying below it:"Truth always triumphs". So however hard wrongdoers try to opress, they will never triumph over the power of supreme truth of the good people. The good know this and hence never try and opress their people.

Those who come into a position of authority, surely must have done something right to achieve their place among humanity. Perhaps to them, their "wrong-doings" seemed to be the right things to do at the time.
Every persons is capeable of psychologicly being Adolf Hitler, or Mother Threasa. Most people fall somewhere inbetween.
I will follow rules and man made laws, if that's what it means to be "good." But I will only bow assertively to the Authority of God.

Because God gave Satan more power on earth with everything physical- meaning mass, or substance. Basically saying " My people can't even SEE Me, and won't have scientific proof I exist, but they WILL believe and KNOW Me.." ... Satan knows which sins could eternally keep us from God,.. because if our spiritual beings are too corrupt, and your essence is too dark, the day God shows us up to gather his light , he might not see us...ever here of "left behind"? That's when The Day comes, and as Glorious as it will be, IT WILL BE TERRIFYING. Know that, my friend. We're given the disadvantage in a way, because we live in the times where it's been SO long since the days of The Messiah, or when God's booming voice spoke to the people, that He has been undermined.- taken lightly. Satan's power has gotten stronger--and God has just about had enough. (sorry my gab is so long!blah...blah..) but thats my take on it bro :)
