There have been a few records from different fighters with different styles but fastest "ever" doesn't exist only because all of the greatest fighters of all time were not all recorded but anyway.........Fastest kick ever recorded was by Frank Dux (the man Jean Claude Van Damme portrayed in the Bloodsport movie) at 72 miles per hour with a knockout and then there was this one http://www.metacafe.com/watch/121618/2_sec_ko/ which was 2 seconds for a flying knee knockout!!
Fastest knockout by punch ever recorded (less than 3 seconds) but the "winner" was disqualified and you can see why after you watch it!!! http://video.fosfor.se/fastest-knockout-ever/. Also Frank Shamrock - the undefeated middleweight UFC Champion held a couple of records for the fastest wins by sumission which were less than 20 seconds. Certainly Bruce Lee and Chuck Norris were incredibly fast; also Benny "The Jet" Urquidez and Jim "Superfoot" Wallace also had world records at some point for their incredible kicking speed.

I don't think anyone can know who the fastest martial artist ever was. There are masters in remote parts of the world who can do things that no one will ever be aware of. I'm sure that there are martial artists throughout time who have been far superior to anyone we have ever seen on TV.

Well one thing is for sure, this person has never been on TV or in a Movie, as the people you mentioned are actors and their moves are choreographed. I am not saying that Bruce Lee and Chuck Norris aren't talented in their respective Martial Arts, but the real experts are people who either teach, or are or have been actively competing on the world circuit at the Olympic Level.

I agree with Katana there's no right or wrong answer on this one as everyone has someone who has either made an impression or inspired them,for myself there's too many to mention but here are some of my favourites in no exact order of preference btw. Movie actors are faster because they're acting. In real life they would either break their wrist or hands or not infect any damages at all.
Faster martial artist that actually fight probably belong in boxing. Hands travel much faster than kicks. However I don't know much about boxing so I can't answer that question.

every fighter has earned the right to be called 1 of the top fighter with their rankings. personally I would have to say Bruce Lee. Lee has if im not mistaken master all types of arts even boxing to make 1 and even for Norris, I think if u took the rules away then people will find out

Bruce Lee had to slow down his fight scenes because the camera couldn't keep up. So he should be the fastest.
