Well yeast is added to make the bread proof, rise. The wet cloth is to make sure that it doesn't dry out and to make sure that bacteria can't get to the bread.

I actually saw a program that didn't use the packaged yeast at all.
They mixed warm water, flour and sugar together to form a thick slurry and then covered the bowl with a cloth as the yeast spores are always floating in the air. They claimed the strain of yeast in San Francisco is unique to that area and that is what gives their sour dough bread it's unique flavor.

Back to answering the question yeast is added to the kneaded dough (to create the protien glutein). The yeast are small organisms that give off CO2 gas which is released into the dough and forms the bubbles/holes in the bread. The cloth is to keep bacteria, insects and other debris in the kitchen from dropping into the dough while it proofs (rises) and doubles in volume. The cloth and oil that you put on the resting dough is also used to keep the dough from drying and forming an undesireable crust before being baked.

the yeast makes the dough rise. Adding the cloth keeps cool air off the dough and heat in as it rises. In the winter when making yeast breads turn your oven light on and put the dough covered up in there the heat from the lamp will make the dough rise like it should.

yeast is a live ingreadient, as it breathes it gives off co2 and causes bread dough to rise, covering with wet towel keeps it from drying out it helps this process and also keeps bacteria, dirt and bugs from getting into the dough before you can use it succesfully.

so that it can prove (rise) the gluten needs to be worked - if you dont do this then you will not get a good dough - also salt needs to be added into the flour and never mixed with the yeast.

yeast is add to make the bread rise and to cover it is so the heat of the cloths will make the yeast to sweet and rise the loaf
