Exercise. All parrots need to excercise to keep from being obese and having other health problems. They need to flap their wings to keep fit and also to keep their wings in good condition. You will find the more he's confined to his cage the more he will do this. You should let your bird out in a small room that has been made bird proof. He'll be much happier.
Its a good thing - A bird that does nothing but sit on its perch all day has basically given up on life.

My male parakeet has a female in the cage with him and
I believe he's showing off or it's a mating gesture.

he is exercising drying his wings or cooling himself off no worries, take him out and play with him and you will see he will sit on your finger and flap his wings also.

He might be bored as well. Get him some toys.
