No, we dont use the word foreigner here, like other countries use it, for example, China. In China, everyone not Chinese is a foreigner, even the ones that live in their own country. When I talk to chinese online to them I am a foreigner, even tho I am sitting in my own home. They are not foreigners, they are Chinese.
Anyways, in the usa you'd be considered an immigrant. To be american you must be a citizen, not a resident.

Yes, a Permanent Resident is considered a foreigner until he or she becomes a US Citizen. For their immigration status remains as a "RESIDENT ALIEN" for any period of time until their immigration status changes regardless of time.

Until he is an actual citizen he is a foreigner. If he came from another place he will always "technically" be a foreigner. The time it takes for him to be accepted as a non-foreinger is different from one person to the next.

i think no because if you are staying here for over 10 years you will be considered as a legal resident unless you are staying here for granted you must get your petition for staying at a particular country.
