First off, don't give her flowers until she has already given it up to you, and you really like her. In which case, it doesn't really matter what you say because she will appreciate it.
Second, if you are giving her flowers and she hasn't given it up to you. And you hope that the flowers will change that, it probably won't. Women usually know if they want to sleep with you or not in the first few minutes after you meet. So giving her flowers or not will not make much difference. If she wants to give it to you, then you could have done it without the flowers.

Flowers arent really...ROMANTIC anymore. I mean they're cute. Just say " I bought you something in the store today. I saw them and thought of you. I thought you might appreciate them more than me.." (cue flowers)*smile your *** off* If shes a keeper shell go "THANK YOU!(your name) I love them!" and you'll get some bootie that night

You know, you don't always need words to be romantic. Body language, smile, eye contact. If you must say something say "these are for you."
