It's not that He wouldn't "allow" it, it's just that there will be no cause for it.
Isaiah 65:17 For, behold, I create new heavens and a new earth. And the things before will not be remembered, nor come to mind.
Psalms 16:11 You will make Me know the way of life; in Your presence is fullness of joys. At Your right hand are pleasures forevermore.
Revelation 21:1 And I saw a new heaven and a new earth. For the first heaven and the first earth had passed away. And the sea no longer is. 2 And I, John, saw the holy city, New Jerusalem, coming down from God out of Heaven, prepared as a bride adorned for her Husband. 3 And I heard a great voice out of Heaven saying, Behold, the tabernacle of God is with men, and He will dwell with them, and they will be His people, and God Himself will be with them and be their God. 4 And God will wipe away all tears from their eyes. And there will be no more death, nor mourning, nor crying out, nor will there be any more pain; for the first things passed away. 5 And He sitting on the throne said, Behold, I make all things new. And He said to me, Write, for these words are true and faithful. 6 And He said to me, It is done. I am the Alpha and Omega, the Beginning and the End. To him who thirsts I will give of the fountain of the Water of Life freely. 7 He who overcomes will inherit all things, and I will be his God, and he will be My son.

For a moment, ignore the humans and just consider Heaven as the dwelling place of Divinity.
Now your question becomes "Can Divinity Be Sad?" or "Can Divinity Feel Sadness?" I believe that the answer is Yes.
No matter the basis of religious belief, Divinity has always been portrayed as having Emotions. Some believe that human emotions are Divinely inspired only some are twisted by selfishness into "negative emotions."
For the Christian, "Jesus wept." For the Buddhist, "attachment is sorrow." The list could go on and on. Perhaps most humans are not in a position to understand these concepts. Perhaps these and similar questions will be answered in the fullness of time. It is our seriousness to the seeking of such answers that perhaps separates Humans from other life forms that was are aware.

Heavenly Father is not going to deny us any thing that He has and if you believe in Heaven then you Believe in GOD. Now can you imagine for one moment that he is happy about the state of affairs that is going on as we speak. I am sure that as he watches us make the choices and decisions that we make down here that lead us further away from his presence then there has got to be much sadness from within His Heart. He wants us all to return to his presence not just a few. When we do things that are wrong, or choose not to have Him in our lives then yes GOD is sad. It's just like parents here in mortality. We want what's best for them and try to teach them right from wrong, sometimes they listen and sometimes they don't. When they don't listen to us, and get angry and mad because they think they know it all that brings much pain and sadness to us. Because we know what's best for them even if they don't. I can't imagine GOD being any other way also. Especially since I believe that we are given our families and children to better understand his GREAT love for us. Just as we would do anything for our children, GOD is the same way, the difference is His love is Perfect, and He knows all things.

This is an excellent question. I don't think we have any way of knowing, but one clue might be how God is portrayed in Scripture. God displays a range of human emotion and declares that he is a "passionate" (this word often gets translated :jelaous") God.
Possibly then the spirit world will have some forms of emotional energy but manifested in different ways.
I like what Paul wrote about us only being able to see through the glass dimly--we can only get little glimpses of understanding about what lies beyond this life.

I have always been told that there are no tears, no pain, no sadness, no sorrow and alot of happiness and love in heaven. That's why it will be such a great place to go when the time comes. My mom has always told me too that the joy you feel on earth is nothing compared to when you see Jesus. It is ten times better.

People who go to Heaven will continue to be human beings with all their human faculties, including their emotions. (Why? Because God made us human beings, and He doesn't take back gifts.)
Even our "negative" emotions such as anger and fear are gifts to us: they function in response to our experience, when we encounter something bad. They can do good for us by moving us, giving us energy to avoid what is bad.
At the end of time, according to classic Christian teaching, everyone who ever lived will be raised from the dead; we will be transformed, body and soul, but still recognizably ourselves.
The saints will be in God's presence and see Him face-to-face: this is the joyful experience of Heaven.
Like Christ who rose from the dead and became impervious to death and suffering, so the saints will be. Having gone through death like Christ, they will be raised from the dead like Him. Their bodies, formerly mortal, will become like Christ's glorious body.
St. Paul writes about it in his first letter to the Corinthians, chapter 15, verses 51-55: see
http://www.usccb.org/nab/bible/1corinthians/1corinthians15.htm#v51
They will be united in a love-relation with God, and He will sustain them so strongly that nothing anyone might do can harm them or diminish their joy.
So what happens to our emotional nature? It'll be there as part of us, but there will be no more suffering or evil that could lead us to experience sadness.
And does that mean that some parts of our emotional nature will not be exercised in Heaven? Could that be considered a waste of some sort? Well, maybe it is. But that's OK.
As we all know, there are parts of the human body that exist only to get bad stuff out of the body. Since there won't be any bad stuff in Heaven, one has to suppose that those parts may have nothing to do in Heaven. However, we will be grateful to God for having made them, and for making them work properly.
In a similar way, our "negative" emotions: fear, anger, etc., exist for a purpose in our life on earth: to move us to action so that we can avoid whatever bad thing inspired those emotions in us. We won't need the help of those emotions any more, but we'll be grateful for the good they did.

In heaven, Santa is always delivering gifts, and so everyone is always happy.
Plus, the Easter Bunny brings chocolate eggs for breakfast every day. Who could be sad about that?

God does promise that He will wipe away all the tears from our eyes.
I believe that there won't be anything in Heaven that will make anyone sad.

I would think all emotions stay within us.
Saddness is not a bad thing (or a fun thing). It is just one of many real emotions.
Sometimes to find out who we are, we have to pay attention to the things that make us feel sad, as well as the things that make us feel happy or feel angry or feel contentment.
