I can only answer for USA..we don't have seatbelts because they have been deemed a bigger hazzard than wearing a belt. The seats are designed for impact for kids and if something were to happen (such as the bus flipping and ended up in water, or having an accident and there's a fire), there's no way for a single bus driver to remove everyone's seatbelt.

I don't know of any school buses anywhere that have seat belts in all seats. Some of the newer ones in the US have belts in the first two seats, but that doesn't help everyone.

school buses in the us dont either due to their size they are not required besides that a lot of the time some kids dont even have a seat let a lone a belt

students will not wear them and they would get hit with other students.
